PGN Expands Anti-Bribery Management System Scope to Support Anti-Corruption Efforts

Jakarta – PT Perusahaan Gas Negara Tbk (PGN), as a Subholding Gas Pertamina, continues to apply the ISO 37001 Anti-Bribery Management System (SMAP) in its business operations as part of supporting the Corruption Eradication Commission (KPK) in fostering an anti-corruption business environment. The KPK actively conducts corruption prevention activities through technical guidance to business entities, including PGN, which has become one of the partners in spreading the anti-corruption commitment in its business and corporate governance practices.

“Corruption prevention and eradication must collaborate with all elements of society, including all PGN employees,” said Wawan Wardiana, Deputy for Education and Community Involvement of the KPK, during the Anti-Corruption Business Actors Technical Guidance event on March 6, 2024.

PGN’s President Commissioner, Amien Sunaryadi, emphasized that PGN continuously provides annual training to its employees to raise awareness and foster an anti-corruption mindset among them. This effort aligns with KPK’s program aimed at coaching business actors, including state-owned enterprises (BUMN), to prevent actions that could harm state finances.

“Not only PGN employees, but anti-corruption policies and procedures are also disseminated to all suppliers and business partners. Any collaboration with PGN must be accompanied by an Integrity Pact from both parties,” Amien added during the Technical Guidance event.

Other efforts made by PGN include mandatory LHKPN (State Officials Wealth Report) submission to KPK as a form of accountability and transparency in wealth ownership, as well as the digitalization of strategic company activities such as procurement, payment, and customer billing information to reduce the risk of bribery.

PGN also established a Conflict of Interest and Gratification Control Guidelines, numbered P-004/A-11, as a basis for implementing gratification control to promote business ethics, prevent conflicts of interest, and avoid fraud. Gratification management is handled by the Gratification Control Unit (UPG), which is part of PGN’s Internal Audit function.

“The Internal Audit function also has an Ethics Committee that manages the Whistleblowing System (WBS), which allows employees to report suspected deviations within the company. WBS reports can be submitted through the company’s website, email, or formal letters addressed to the Ethics Committee,” Amien added.

During the Anti-Corruption Business Actors Technical Guidance event, Harry Budi Sidharta, Director of Infrastructure & Technology at PGN, received the Extended Scope SMAP ISO 37001 certification from Firya Amalia Andriana, President Director of Lloyd Register Indonesia.

PGN has implemented and been certified for SMAP ISO 37001 since 2020, initially for a limited scope. The following year, considering the benefits of SMAP ISO 37001, PGN's management decided to expand the scope of the certification to include additional functions. The company also integrated the certification with the ISO 9001 Quality Management System, ISO 45001 Occupational Health and Safety Management System, and ISO 14001 Environmental Management System for greater time and cost efficiency. Early in 2024, PGN successfully completed the recertification of integrated Quality, HSSE, and Anti-Bribery Management and expanded the scope of SMAP ISO 37001 certification from 3 functions to 6 functions that are considered to have a high risk of bribery.

Beni Syarief Hidayat, Director of HR and Business Support, added, “In addition to supporting the application of SMAP, certified standards, and the digitalization of processes to tackle potential corruption at PGN, we also implement the ‘4 NOs’ in our work practices: No Bribery, No Kickback, No Gift, and No Luxurious. This culture is continuously instilled in our business and work ethics as part of being a state-owned corporation.”

Beni also emphasized that PGN, as a Subholding Gas Pertamina, will remain committed to supporting KPK in internalizing integrity values and anti-bribery efforts.
